WHAT IS HLCC AND WHAT DOES IT DO?

Aims and Objectives

HLCC (Home Laundering Consultative Council) is concerned with the after-care (i.e. laundering and dry cleaning) of clothes and textiles and in particu­larly care labelling. It was set up in 1961 and its membership is open to com­panies and trade associations in industries which have an interest in this area, such as manufacturers of textiles, clothing, labels, detergents and domestic appliances, as well as retailers. It also has an educational mem­bership open to higher educational establishments offering home economics courses.

HLCC is the UK National Textile Care Labelling Authority and, as such, has the following aims:

  1. To keep members fully informed on developments in laundering which may affect their business.

  2. To provide guidance to companies on the laundering instructions and care labelling symbols they should put on their products.

  3. To provide consumers with useful advice on textile after-care.

  4. To develop and promote the use of International Care Labelling code in the UK.

  5. To provide nationally, and internationally, a public voice in mailers of home laundering.

LIASON

HLCC is represented on the British Standard Institute’s (BSI) Committee on Textile Care Labelling and, through this, on the International Standards Organisation (ISO) Committee on International Care Labelling.

In addition, HLCC maintains working relationships with various independent textile testing houses, the Department of Trade and Industry, British Apparel and Textile Confederation, the British Clothing Industry Association, the Soap and Detergent Industry Association, the Association of Manufacturers of Domestic Electrical Appliances, and consumer organisations, such as Trading Standards.

 
GINITEX

HLCC is also an active member of GINETEX, the body that regulates the use of the symbols throughout Europe. The professionals of the textile-garment-care chain established GINETEX in 1963 and its head office is based in Paris, France:

Whilst GINETEX’s head office is always located at the same place, the secretariat goes from one country to another. Indeed every two years GINETEX has a new President from a different country.

Representatives of HLCC attend both of GINETEX’s general and technical meetings on a regular basis. Furthermore, due to our membership of GINETEX members of HLCC are exempt from any charges that may be levied for the use the wash care symbols in any European country. Countries that impose charges include Austria, France, the Netherlands and Finland.
